I submitted Freedom of Information requests to Buckinghamshire Council, Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board (BOBICB), and FedBucks (the local GP provider). These are the responses, which I have added as screenshots with names of staff members removed.

Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board (BOBICB) directed me to Buckinghamshire Council. I find this response evasive because the Integrated Care Board is directly responsible for these services. They should be able to respond without revealing commercially sensitive data.

I received no response from FedBucks.
Next Steps
I am going to rephrase the Freedom of Information requests and attempt a second submission. If I still get the run-around then I will be appealing to the Information Commissioners Office and writing to Laura Lyrke-Smith.
I think your request has somewhat "fallen between two stools" in that ICB can't commission a new provider with no new premises.
I would resubmit Request 1 to the council as:
"Any details of internal discussions, including copies of meeting notes, minutes, Microsoft Copilot summaries, etc regarding the construction of new health service premises for residents of..."
On questions 1, 2 and 3, the response from the ICB is evasive; you asked for the information, not assurances. So, I would resubmit with a similar wording:
"Any details of internal discussions, including copies of meeting notes, minutes, Microsoft Copilot summaries, etc regarding the provision of..."
Note the time/effort limitations on FOI requests! Don't ask for too much each time.
